Press Conference on Land Statement

I have declared an all out war on those who have grabbed open spaces for themselves in order to restore urban order and beauty in Tanzanian Cities and towns.

With urban populations growing at a rapid rate of 4% per annum, and with 80@ of urban residents living in informal and unplanned settlements, the urgency to speed up urban planning schemes and adhere to them has never been so important in Tanzania. However, there is no point having master plans if we do not respect and follow them.

It has become apparent that many people only see urban space for themselves, and not for their neighbour. So the encroachment of open spaces has reached intolerable levels. I call upon all those who have occupied open spaces, irrespective of whether they have official titles for them or not to surrender them willingly before they will be revoked and repossed by Government.

All urban and land use planning experts working for Local government and unable to adivse these Councils to adhere to the law shall have their professional licenses with drawn. Urban Councils without registered and recognized planners, surveyors and land administrators will have no choice but to depend on direct supervision by the Ministry of Lands in their planning capacity as is provided for in the Local government act.

The public out cry of over urban chaos is clear, everyone wants those who have grabbed open spaces for their own private use to be evicted. The process to do that has started in earnest and will spare no one. However, the process will be implemented according to the law with due process accorded every one.
