Tanzanian President Announces Formation of Cabinet

Tanzanian President Jakaya Kikwete on Wednesday announced his long-awaited new cabinet which contains most old faces and some new ones.

In his announcement at the state House in Dar es Salaam, Kikwete said he has carried minor changes to the cabinet as most of the former minister possess the qualifications needed. However, among the old ministers who retained their portfolio are Minister of foreign affairs Bernard Membe, Minister of defense Hussein Ali Mwinyi and Minister of Finance Mustapha Mkulo.

The ministry of union matter went to Samilia Suluhu Hassan, while Shamsi Vuai Nahodha, the former chief minister of Zanzibar, held the ministry of Home Affairs and Samuel John Sitta who was the former speaker of national assembly became the minister of East African Cooperation. The line up of the cabinet is as follows, Minister of state in President’s office in charge of good governance Matius Chikago, Co- ordination and Co-operation Steven Wasira and Minister of State in charge of Management and Public service Hawa Ghasia.

In the Office of vice president, there are two ministers of state who are Samia Suluhu Hassan for union matters, and Teresia Moga Hofisa for environment. In the Office of prime minister, Minister of State (policy, coordination and parliament) is for William Nkuvi, and Minister of State (Environment and empowerment) for Mary Nagu, Minister of State (Local government) for George Mkuchika and Deputy minster Agrey Mandrey and deputy minister of Education and vocational Training Kassim Majaliwa. Minister of finance is Mustafa Nkulo and Minister of Home Affairs is Shamsi Vuai Nahodha and deputy minister Khamis Sungo Kagasheki. Minister of Constitution and Law is Selina Kombani, Ministers of Foreign Affairs Benard Membe and deputy Mahadhi Juma Mahadhi. Minister of Livestock Development Matato David Matayo, deputy Benedict Ole Mangolo; Minister of Science and Technology Makame Mnyaa Mbarawa and deputy Charles Kitwana; Minister of Land Housing and Habitation Anna Tibaijuka and deputy Good Luck Pole Madenyo.

Minister of Resourses and tourism is Azekel Maige, Minister of Energy and mineral resources William Ngeleja, while the Ministry of Infrastructure has two ministers, one ministry of construction roads and airport for John Makufuli with deputy Haison Mwakiembe, and ministry of Communication dealing with Railway, Port and Sea transport for Omjar Nundu and deputy Othman Mvuta Kamba. Ministry of Commerce and Industry for Siri Mshami with deputy Lazaro Lanyandu, Ministry of Education and Vocational Training Shukuru Kawambwa with Deputy Philipo Mulugo, Ministry of Health and social welfare for Haj Hussein Mpanda with deputy Lucy Mpya.

Ministry of Labor and Employment for Kaundesia Kabaka with deputy Makongoro Mahanga, Ministry of Gender and Children for Sofia Simba with deputy Amy Ali Mwalimu, Ministry of Education, Information, Youth and Sports for Emanuel John Mchimbi with deputy Femela Mwakangaa. Minister of East African Cooperation Samuel John Sitta and deputy Abdulla Juma Abdulla, Minister of Agriculture, Food and Cooperatives Jumanne Magembe and Deputy Chistofa Chiza, while the Ministry of Water for John Mark Mandosia and Deputy Gelson Luwenge.

Since he came to power in 2005, this was the third time for Kikwete to announce the cabinet, where in the first time in 2005 he appointed 29 ministers and 31 deputy ministers before he dissolved it in 2008 and made minor cabinet of 28 ministers with 21 deputy ministers. The local, legislative and presidential polls on Oct. 31 are the country’s fourth since the re-introduction of multi-party politics in 1992 in the east African country with the current population of more than 40 million.
