It is with great honor and pleasure to congratulate you Bishop Rwoma and welcome you to lead and shepherd our diocese to greater heights.  I am coming a bit late not because of lack of interest, but pressure of work. I wanted to contribute something reflective so needed a bit of time, and the Lord has now provided it. Karibu baba? Otushange?
During yor tenure, your Grace Bishop Timanywa you did great things. I am certain under the guidance and leadership of Bishop Rwoma your legacy will endure.
I wish to thank you Bishop Timanywa for work well done, for a mission accomplished. I thank you particularly for giving me a chance to be involved in some of the high profile events and great accomplishments you made. In 2004 you invited me as a guest of honor to celebrate the Rubya Parish Centenary Celebrations? I came all the way from the UN in Nairobi to be part of that historical event. We have since been engaged in a number of activities together. The KAKAU Band you sponsored has lived up to your vision and expectation and saved many from HIV infections? In 2010 I had the honor to invite KAKAU to perform in Rio de Janeiro at the UN World Urban Forum. Our cooperation culminated with the Cardinal Rugambwa reburial ceremony on 6th October, 2012 followed by the consecration of the Bukoba Cathedral. TUNAKUSHUKURU kulimaliza hili la kumzika Baba Kardinali.
Kagondo Hospital is fully rehabilitated. On 3rd August 2012 we celebrated its centenary anniversary with style? I was recently at Nyakijoga Mugana only to find the place totally rehabilitated and developed under the leadership of Mons. Gozbert Byamungu. In my home Parish of Kiijwire in Muleba District,  under the Timanywa era, our parish has developed leaps and bounds thanks to the dynamic, resourceful, dependable and much loved Parish Priest Fr. Achilleus Rwehumbiza.
The arrival of Auxilliary Bishop Methodius Kilaini in the Bukoba diocese added new vigor and zeal in our spiritual and development activities under the harmonious leadership of you Bishop Timanywa. The Diaspora Reunion day of 27th December is  now a cherished tradition. Having managed large staff myself, I noted and admired the ability of Bishop Timanywa to deploy your team strategically and to give them the freedom and space to take initiatives in their respective parishes and jurisdictional areas to perform to their full potential. The harmonious management style indicates your deep Christian faith and trust in God.  Now that you are going to your well deserved rest, it is in order to come out and thank you for this.
In welcoming His Grace Bishop Rwoma, I look up to the future with great expectations. I believe Bishop Rwoma, an accomplished and experienced educator, will team up with his indefatigable Deputy Bishop Kilaini to continue the ongoing activities and start new ones? There are many challenges. Our youths are troubled? They have no access to affordable quality primary and secondary education. Family breakdowns are ever frequent. Parental care and guidance has failed many. Unemployment of the youth is a challenge that the new mission at the Parish, in my view, must deal with. We the lay community can only assure you of our support. We look up to your collective guidance. Feel free to give us work that you want us to do. The SAUT University College at Nkindo is one of the wonders of enlightned team work that we saw in recent years. SAUT Nkindo was launched at dazzling speed. With the Bishop Joshua Kibira University College now also officially launched, Bukoba might soon reclaim its otherwise lost glory as the place of the “Nshomiles”.
Almighty God is ever kind to us. Once again I join others to extend my welcome to your Grace Bishop Rwoma and promise you and your Deputy continued support to the best of my ability.
May the Good Lord continue to give you good health.
